Is there a way to create multiple admins? I would like to allow other people besides my self to approve comments but i need to know how to make those admin accounts and also give them restricted permissions.

Yes, you can create them in Manage -> Admins.
Currently there is no restricted permissions feature. The only restriction they will have is that they won't have access to the Manage -> Admins page, only you (the super admin) can access that page.

You can use the Reports -> Access page to check that they are only accessing the pages they are meant to.
