Placing comments above form

Hi I am upgrading commentics from an old installation (2.4), it all seems to be going ok and looks much better, but one thing I can't reproduce is placing the comments form below the comments. This was a layout option in 2.4 but I can't see how to do it now.
Any advice appreciated.

Hi Jeremy, this is now in 'Extensions -> Themes'.
