Is it possible to before putting comments i put login and and only specific user can put comments.

That's not possible at the moment.

The best solution might be to disable the form and enable it temporarily whenever you want to post.

if i disable and enable the page but how can i handle with the name and email field because if user already login than i dont need both field please help me about this issue

You can't disable the name field but you can disable the email field in Layout -> Form -> Enabled.
