I am experiencing problems relating to accessing menu items in the admin dashboard. I was unable to log in but this was sorted by my hosts tech team -the tmp/sessions folder had been selected. So I can now access the dashboard (on my PC) but clicking on any item returns me to the log in page. I can however log in and successfully access the dashboard from my mobile phone. Technical support can access the features in the dashboard. Does this suggest an ISP issue with my PC?
The symptoms are similar to those experienced in my previous post

Have you tried in different browsers on your PC? Try in incognito as well and if that works then it will be related to your browser's cache which you would need to clear. Either that or a browser extension interfering, as incognito disables extensions by default. More likely to be a cache issue though.

The issue persists in Firefox, Chrome and Edge, in normal and private browsing. I have cleared all caches, session info and cookies to no avail. My Win 10 laptop can successfully access the dashboard and perform tasks connected on the same network so I am mystified as to what my PC is holding on to as it doesn’t appear to be browser specific. Is there any other cache I should be looking at?

The only other thing I can think of is that your IP address could be frequently changing. Commentics has a setting in Settings -> Security called Check IP Address and I believe that's enabled by default. Maybe it's changing on your PC and not your laptop because your PC uses a VPN or something. I'd try disabling that Commentics settings if it's enabled.

Sorry for the delay in replying. It turns out the check IP was already disabled - possibly from a previous encounter with these issues. However, I have noticed a distinct slowing in internet traffic recently and tracked this down to AVG Anti-Track software - by adding my domain name to the allowed websites list I find that the dashboard now operates correctly on my PC.
I hope this discovery will help other Administrators who may encounter this issue.
