Well, I would like to send a message to all users who commented on my blog, without me having to make a new comment.
My idea was on the Admin page, but do not know if you can do it!

I think you could get into the database using phpmyadmin, go to comments, export them to .csv or some kind of excel file. Keep the email row and use mailchimp or some other newsletter program to import it.
Not sure if it's wise to do. Must people don't want this kind of spam (at least I don't), and depending on the country you're living in you could get a serious fine for doing this kind of stuff.

I agree with erva here. Even if you only message those who have subscribed, they have only asked to receive emails regarding new comments and nothing else. I would be quite annoyed if I received an email for something unrelated to what I asked for, unless of course it was really important and just a one-off. In that case you could export them with phpMyAdmin, as suggested above.
