It's a bad idea to disable all flooding checks. Someone in theory could then submit 100 comments in 1 hour.

Just uncheck the 'All Pages' setting and then the flood check will only apply to the pages they have posted on. So they will be able to post a comment on a page and then post another comment on another page straight after without any delay.
